Document analysis:
It is a VISA for entry in Switzerland and a stay of maximum 2 months, requested Sept. 11th 1928. The reason for the VISA as documented is a Cure.
Opening the booklet , the stamps and handwriting on page 2 and 4 show us :
Upper-right : the request for a visum to the United Kingdom, requested in Zürich on Sept. 26th 1928.
On the left-page: a transit visum from france to transit to Switzerland, requested in Antwerp on Sept. 11th 1928. Accross this visum is a stamp "SORTIE" , exit, dated Sept. 14th.
On page 4 and 5 :
Left page:
Bottom left: "Entrée Arlon 16-10-28"
Upper left: An authorisation for one continuous stay in Belgium for 3 months starting september 30th, made in Berne on Sept 29th.
Upper right :
- a diagonal stamps of Entry on October 4th at "St Louis"
- a transfer visa for France dated October 4th , made in Bâle.
As this map shows, Saint Louis is the north-west entry point in France when coming from Basel, Switzerland. Eisik Hersch crossed this border on October 4th, 1928.
I would thus summarize this 1928 trip as follows ;
- September 9 : requesting visa for Switzerland and transit via France
- September 14: exit of France, entry into Switzerland
- September 26: request for visum to UK asked in Zürich
- September 29: request authorisation for 3 month stay in Belgium
- October 4th : crossing border into France from Bazel
- October 10th: Entry in Belgium in Arlon
